I am not intimately familiar with the stand in question, but its is possible to dril, tap and install set screws to secure the base to the tube?

Possible, but ideal? Dunno. Screws threaded into a relatively small amount of what appears to be aluminum, acting on a thin wall chrome plated tube... might be better just to drill all the way through and bolt the thing together. Even did I use the set screw solution, I'd still use glue, expecting the screws to add to the mechanical bond.

Nick, I wrote an English firm, specifying a chrome plate into aluminum housing joint. Response is below. It appears to require a specific gun with mixing nozzle, and so it might be an expensive purchase. Not sure.

It seems to me that no matter what you do (unless you follow the rude suggestion to run a bolt through it), the base is going to need to come off, because either you will be threading it per Cliff's suggestion, or else you will be cleaning grease that has most probably drifted into that joint from above. Once it is off, you have options. A high strength epoxy would work if you can rough up the surfaces adequately, particularly the chrome tube. Epoxy won't do much if it can't get a mechanical grip. If the fit is close enough, an anaerobic glue is a good choice. If you can find the stuff below (whatever it is...) at a reasonable price, that might be the way to go.

Thanks for your efforts on this Greg, when I took the whole thing apart, the base came off anyway...if I was lugging it around to gigs I would feel more urgency to get it sorted but the main thing for now is the lagging appears to have gone and it feels great again! :D
I've got to dig out that glue I've got somewhere, I used to to repair the bass drum mount on the Lite kit when I got it, the tom holder (large section with Sonor written on it :P ) was free to rotate, whatever I used fixed it solid.
