Why does this snare look so wrong? :o It is beautiful save for the 4 washers and 4 bolts. What is missing or what should it look like? :? Is that the original design? :(

A little hard to tell what is original. If it is a Champion snare, then it is missing the shield plates. I assume the plates would have been the same as on my earlier version parallel action snare, where studs would have been mounted to the plates, going through the shell and locating the action on the inside of the shell. The same end could be achieved, but with less grace, by running bolts through the shell. From the photos, they appear to be torqued down quite well.
The reason I question the originality is that I would have thought the plates would have left some imprint behind, but I see nothing.

You can see the same throwoff, with shields, in the 73 or 75 catalogs, where they are mounted to metal snares. I am 98% certain the original set of wires is missing, too, and something is cluged to the retainers to make it work.
