Call in the National Guard to deal with those doing criminal acts, and gather the information needed for a federal warrant for those involved in the kidnap/hostage situtation.
If they can prove the link between criminial activities and the union organization, prosecute under the RICO Act.
Why should supply chain disruption, property destruction, interference with public transportation, kidnapping, criminal conspiracy, etc. be tolerated as 'collective bargaining?
