Don't have time to watch the whole thing, but it appears to be a tuner with a clip for the hoop.

Yep, a tuner on a clip.

Cliff uses a tuner to finalize his tuning. I used to use one to establish my note, after tensioning the head, and still do, occasionally, after tuning with the DrumDial - and my ear. Anyone who has used a tuner on a drum will tell you that it is a little difficult to get a read from an out of tune drum... which is to say, one with conflicting tuning, but once the drum is in tune, the tuner will have a truer note to read.

So, this is not a new way to tune. Nor is it a simple way to tune. A lot of these will find there way into the back of a drawer, with the DrumDial (undeservedly) and the torque tuners (deservedly). But it is an excellent way to finalize tuning, if you don't already have a tuner. I like the clip.

If they have improved on a standard tuner, figured out how to read a drum's intention, rather than its actual note, please let me know. :D

I actually quite like the look of this (Yeah I watched the whole video!) Looks like another piece of kit to make my drums possibly sound that bit better quicker.
